A transformer designed for the United States is not a European transformer "with a different plug". Here is what separates the IEC framework from the American one, and why it matters if you buy for the EU.
Power transformers answer to two big families of standards: IEC 60076, the international framework used in Europe (declined as EN 60076 standards, and in France as NF EN 60076, equivalent and accepted across the EU), and IEEE / ANSI C57, the United States framework. Both describe the same machines, but with different assumptions, values and tests.
Many transformers available at low prices on the world market are designed for the United States or other markets. On a catalogue page they look comparable; in practice, frequency, voltages and losses do not fit the European frame. Importing them unchecked risks a unit unsuited to the network and non-compliant with EU regulation. It is one of the classic blind spots of international purchasing.

In practice, yes for European use: the EN 60076 standards take up IEC 60076 and are accepted across the Union; in France they are published under the NF EN 60076 index. It is the reference framework for a transformer intended for the European grid.
Not as it stands: frequency shapes the magnetic circuit design, and a unit optimised for 60 Hz is not optimised for 50 Hz. A transformer for Europe must be designed for 50 Hz from the start.
The reports are not interchangeable: IEC 60076 defines its own routine, type and special tests with their methods and tolerances. For a European project, ask for IEC / EN 60076 test reports.
